AYSE KALAYCIOGLU serves as Chief Operating Officer for the Illinois Department of Central Management Services (CMS).  Among the services CMS provides are human resources facilitation; benefits programs for employees, retirees and local governments; property and facilities management; diversity initiatives for public contracting and State employment; joint purchasing support; vehicle fleet oversight and support; surplus property programs; print and electronic communications services; and administrative hearings coordination.   Optimizing the State’s real estate portfolio is a key facet of her role, focusing on realignment and consolidation opportunities to maximize space utilization in State-owned and leased properties.  Ms. Kalaycioglu led the efforts on the sale of James R. Thompson Center (JRTC) and relocation of over 3,500 State employees in downtown Chicago. These efforts to identify opportunities for efficiency, space consolidation and cost avoidance will result in over $900 million in taxpayer savings.  Prior to her role at CMS, Kalaycioglu served as Deputy Commissioner for the City of Chicago’s Department of Fleet and Facility Management where she led City architects, engineers and consultants in the design of new and renovated municipal office buildings, structures, and facilities.  Before entering public service, Kalaycioglu worked for Chicago nonprofit IFF, which provides financial and real estate solutions to nonprofits serving low-income and minority communities.  She earned an Innovation in Government Award from the National Association of State Chief Administrators and was featured in American Builders Quarterly as a Chicago Infrastructure All-Star for the impact of her work and dedication to her adopted hometown of Chicago.  She earned a Bachelor’s Degree in Architecture from the acclaimed Yildiz Technical University in Istabul, Turkey.
