Tamra Collins
Tamra Collins is honored to serve as the Managing Deputy Commissioner of the City of Chicago’s Department of Housing (DOH). In this role, she provides strategic oversight for several key bureaus within the department, including Construction and Compliance; Multi-Family Finance; Homeownership; and Housing Preservation.
With more than two decades of experience in city government—spanning both the Department of Planning and Development and the Department of Housing—Ms. Collins brings a wealth of knowledge and leadership to her work. Prior to her current position, she served as Deputy Commissioner of the Housing Development Bureau, where she managed the divisions of Housing Finance, Asset Management, and the Affordable Requirements Ordinance (ARO), as well as the former Housing Development and Neighborhood Preservation division, now known as the Bureau of Housing Preservation.
For the past 15 years, Ms. Collins has focused specifically on affordable housing development and financing in Chicago, leveraging a mix of federal, state, and local resources to support projects citywide. Her efforts have been central to expanding access to housing and dismantling long-standing barriers that have historically limited opportunities for emerging developers, contractors, and service providers within the affordable housing ecosystem.
Ms. Collins is a proud graduate of Southern University and A&M College, a distinguished Historically Black College and University (HBCU) located in Baton Rouge, Louisiana. She holds a Bachelor of Science degree in Business Marketing.
